There are a number of upcoming events which may affect pay. The
Washington Office has asked that we forward the information below to all
employees to ensure changes are conveyed and understood.
The following areas need special attention:

The Internal Revenue Service (IRS) regulations require that
all employees who claimed exemption from Federal tax withholding last
year file a new Form W-4 (Employee’s Withholding Allowance Certificate)
by February 15, 2009. -
The Earned Income Credit Advance Payment Certificate, Form
W-5, expires at the end of each calendar year. Eligible employees must
file a new certificate each year. Copies of the 2009 Form W-4, W-5, and
the 2009 Federal Tax Withholding Formula can be found at
www.irs.gov.

Employees contributing pre-tax deductions should subtract their biweekly pre-tax contributions from their biweekly gross pay before utilizing the formula.

The 2009 Social Security wage base for OASDI is $106,800.
There is no wage base limit for Medicare tax. The tax rate remains 6.2%
for Social Security and 1.45% for Medicare tax. Earnings in excess of
$106,800 will be taxed at 1.45%. Employees subject to withholdings for
Medicare only will be taxed at the 1.45% rate for all earnings. -
Certain localities require that an Occupational Privilege
Tax be taken from employees in their jurisdiction. The occupational
privilege tax is levied when working within a specific district. -
While some localities withhold the tax in the first full
pay period of the year, the actual deduction will depend on the
locality’s withholding requirements. -
The 2009 taxable earnings year is from pay period 0901,
beginning December 21, 2008, through pay period 0926, ending December
19, 2009. The 2009 leave year is from pay period 0902, beginning January
4, 2009, through pay period 1001, ending January 2, 2010. -
In pay period 0902 a variety of payroll changes will be
implemented including the 2009 pay raise. In addition, Health Benefit
open season changes, revised 2009 Health Benefit rates, and deductions
for the 2009 Combined Federal Campaign will be implemented. -
There are no changes to the FEGLI rates, which may be
viewed at

The exclusion for employer-provided qualified parking
has increased to $230.00 per month for 2009. The maximum for the
Transportation Fringe Benefits will be $120.00 per month ($55.39 per
pay period) for 2009.You should review your Leave and Earnings Statements for the
specific changes that affect your gross to net pay and to watch for your 2008
